Switzerland — voting as a habit

What happened

Swiss citizens vote on roughly 15 substantive questions a year, at every level of government. More than a third of all national referendums ever held on Earth took place in Switzerland. In thousands of small communes, citizens still assemble to pass budgets directly.

What the evidence shows

Direct participation can be a routine of civic life rather than a crisis instrument. Research on Swiss municipalities finds assembly attendance and turnout are strongest in smaller communes and decline as municipal size grows — direct democracy's natural habitat is exactly county-sized.

What it teaches Nevada County

Frequency normalizes participation. One question at a time, asked plainly, on a predictable rhythm — the platform's issue lifecycle borrows the Swiss cadence at a scale where the evidence says it works best.

The honest caveat

Swiss referendums are binding, which requires constitutional machinery a county cannot and should not improvise. That is one reason this platform's results are signal, not command.
